How to troubleshoot windows update error 646?

I was surfing on internet and all of a sudden the internet explorer said that there is a update for windows is available and to be secure your system from all the latest threats you need to install these update. I started the update but it stops in the middle and my pc stuck there. Then I restart my pc in safe mode to ensure that all the probable problems does not occur. But in safe mode too the windows update don’t worked and I got the windows update error 646. Now please tell me why does it occur and how can I troubleshoot windows update error 646 by myself.
